Rooted cosmopolitanism (p17)

Kant defined cosmopolitanism as a way of combining the universal and the particular- nation and world citizenship. As regards the concept of 'globality' (see Robrtson1992; Albrow 1996), cosmopolitanism signifies rooted cosmopolitanism, having 'roots' and 'wing' at the same time. This definition also casts aside the dominant opposition between cosmopolitans and locals, since there is no cosmopolitanism without localism.
